Final evaluation of STIFIMO project
Supported by Government of Finland, impact and legacy were the foci of the evaluation. Methods used included: semi-structured interviews, quantitative analysis of programme results, taking into account participation and benefits to the population structured on the basis of age and gender; open discussions with starting questions with experts and officials, financial analysis, review of project documentation.
Final evaluation of the Institute for Life Sciences, Swansea University.
The work evaluated the employment and health outcomes and potential impact of the centre.
Techniques used included interview, questionnaire delivered electronically and group discussions.
Formulation mission for the Southern African Innovation Support Programme
Sponsored by the Ministry of Foreign Affairs of Finland. This involved fieldwork in Mozambique and five other Southern African countries (Botswana & Zambia covered by othe team members). Of particular importance was the development of a logical framework results based management system, very close to that of DCED. Indicators and means of collecting data were defined for target groups, of which women and young people were the most prominent. The programme included several labour market mechanisms to stimulate entrepreneurship and higher level technical skills. The mechanisms for implementation and evaluation with data collection were defined in detail. Both quantitative outputs and qualitative feedback (participants at beginning and end) were specified.
Policy advice on young entrepreneurship in internationalisation
Comparing practices in Brazil and the European Union. Dialogos Sectoriais EU Brazil, Action PMEE001. Presentation was made to Ibero-South America Young Entrepreneurs Conference.
Programmes were analysed by results and impact.
Mid term Evaluation of the Southern African Innovation Support Programme, sponsored by the Ministry of Foreign Affairs of Finland.
This involved examining the functioning of networks spanning Namibia, Botswana, Zambia, Mozambique and South Africa and linked to Finland and Sweden. A strategic goal was poverty alleviation, which was a criterion for assessment of the programme. Special initiatives on entrepreneurship for women and young people were examined, including observation of training, interviews, group discussions with young entrepreneurs and trainers. Recommendations were made to improve this aspect in a follow-on programme. Detailed analysis of public sector finance was undertaken and detailed reommendations made. The project involved liaison with South African representatives and interim reporting in Pretoria.
Management of Creative Industries New European Window project
This involves supporting innovation in SMEs in the creative industries and opening new markets to them. This involves setting up events in all five countries to bring enterprises together and developing transnational networking. Responsible for organising the structure of the financial management and for internal evaluation. This included defining indicators, data collection and summation of figures. It also included designing and administering a survey to participants.
Evaluation of FP7 activities in Turkey and recommendations for Turkish participation in HORIZON 2020
Management of a team of 4 experts (1 French, 3 Turkish) responsible for work planning of entire project and reports at inception, interim and final stags. Impact on innovation and economic development was the focus. Methods used included direct administration of a structured questionnaire in over 100 face to face interviews and responses to an electronic quesionnaire in over 200 cases. Both included factual questions, scaling responses and open answers, which had to be analysed and categorised according to the evaluation criteria, focusing on ways assistance to enterprises could be improved. CISNET Innovation project for support of SMEs in the creative industries
Supported by EU Atlantic Area INTERREG programme involving Irish, UK, French, Spanish and Portugese partners. The following tasks were carried out.
Regional SWOT analysis conducted in five regions.
Ex-ante and ex-post evaluations of innovation structures in 5 participating regions.
Detailed support to partners on financial management in accordance with EU regulations.
Specifying evaluation criteria, indicators, monitoring systems and means of data collection and carrying it out over three and a half years.

Mid-Term evaluation of STIFIMO
Finnish fve-year aid programme on science, technology and innovation. Involved quantitative and qualitative evaluation of development of STI in Mozambique. This involved sector focused budget support to Ministry of Science and Technology. This covered different initiatives and its integration with Mozambican and other donor finance was investigated. The evaluation focus was of impact on poverty alleviation. Designed evaluation structure, including analysis of records (qualitative and quantitative) questionnaires, structured interviews and liaison with officials. Financial and output data analysed. Extensive interviews with participants at all levels. Special effort made to involve young people, especially women, to gain full feedback on potential impact. Responsible for Inception, Interim, Draft Final and Final Reports. Funded by Ministry of Foreign Affairs, Finland.
Development of GREAT project, on smart grids and renewable energy technologies
Supported by North West Europe INTERREG programme in 2013. Specified indicators and means of data collection. Advised Udaras, Ireland and worked with partners in Belgium, Netherlands and UK.
Feasibility Study for New University Campus in Zadar, Croatia
Analysis and recommendations for developing technology transfer structures and means of accessing EU funds in new period. Included context evaluation of participation of Croatia in FP7 and prospects for HORIZON 2020. Completed SWOT and large cost-benefit analysis with complex data sets including sensitivity analysis. Responsible for two monthly progress reports, Interim and Final Reports, including work planning and programming. IPA 2011-WBIF-Infrastructure Project. Comparative study of innovaton and entrepreneurship systems in Brazil, EU and six member states (Germany, Belgium, Italy, Spain, Slovenia and Poland).
Comparative SWOTs conducted. Recommendations made on development of new strategies in Brazil for the development of innovative entrepreneurship. Responsible for reports and presentations held in Brasilia. This took account of Global Entrepreneurship Monitor classifications of entrepreneurship and formal and informal economies. Entrepreneurship and competitiveness for SME dialogue between Brazil and the European Union PMEE-004) Counterpart was Ministry of Industry an External Commerce.
Formulation of new Innovation Partnership Programme in Vietnam for Ministry of Science with the Ministry of Foreign Affairs, Finland.
This involved an evaluation of the research and innovation system in the country. It was based on a triple helix model. Subsequent work involves survey and analysis of 100 Vietnamese SMEs. Reponsible for ToR of entire aid programme for next five years. The programme integrated into the Budget of the Ministry of Science and constitutes budget support. The mechanisms and reporting were dealt with in detail. Responsible for inception, mid term and final reports. These included activities reports and planning of the remainder of the project.
